The decode: the tone, the silence that follows, and the progression
What the beep actually is: a hard drive contains no speaker and is not signalling deliberately. The tone is the spindle motor being driven against a platter stack that will not turn freely, and the sound is the motor's windings under load made audible — a repeated attempt, each producing a short tone. The two usual causes are heads that have come to rest on a platter surface and adhered to it, and a spindle bearing that has stiffened or seized. Both prevent rotation, and rotation is the first thing that has to happen.
Why the drive is also invisible: the two symptoms are one symptom. A drive announces itself to a computer only after it has spun up, unparked and calibrated its heads, and read its own internal management data. A drive that never reaches speed never gets past the first of those, so it never identifies itself, and the computer sees nothing at all.
