Often not. Sometimes a bad USB bridge board or bad power supply can mask an entirely good hard drive. This is why we take out the hard drive from the enclosure and read the hard drive directly. Many “dead” external drives are simply fixed this way. If you would like us to try to recover your data, please send the entire device along with the cable.
Not from the phone’s own storage: it is soldered to the phone’s board, which isn’t something we work on, and phones use TRIM to wipe deleted photos quickly anyway. Photos stored on a memory card from the phone, though, are generally easy to recover.
