Close enough to plan around for most jobs, as it is based on device type and thousands of past recoveries. The exceptions are chip level work on a damaged card or an awkward RAID rebuild that could be higher than the original estimate. This is why we always provide a firm number in writing after completing the free diagnostic and before any work is done.
The great majority of jobs do not have a recovery fee charged when the data cannot be recovered. Whether this is true for your specific job will depend on what you were quoted and is stated within the written quote, so there are no surprises later.

Yes, in a data sense. If your PC/laptop won’t boot, the free diagnostics will tell you if it’s the hard drive that’s causing the problem and how much of the drive can be recovered. Since we are primarily a data recovery lab as opposed to a repair shop, we do not fix broken screens or non-functional power supplies etc.; however, if the failure lies with the hard drive, or you simply want to know which part has gone wrong, the diagnostic will tell you at no cost.
