The decode: a specific error, and the enclosure that was part of the answer
What "the parameter is incorrect" actually says: Windows has several ways of telling you it cannot use a volume, and they are not interchangeable. The plain "you need to format this disk" usually means no recognisable filesystem was found at all. "The parameter is incorrect" is narrower and more informative: the system found structures it could read, began to interpret them, and hit values that do not make sense — a size that does not agree with the disk, a sector count that does not add up, a boot record whose fields contradict each other. In other words the catalogue is not absent; it is internally inconsistent. That is a good sign twice over: the drive is being read successfully, and inconsistent parameters are reconstructable from the filesystem's own surviving copies of its bookkeeping.
Why changing the case may have caused it — or masked it: here is the part worth knowing before anyone else repeats the experiment. Many external drives are not simply a bare disk in a plastic box. Some enclosure boards perform sector translation — presenting the drive to the computer with a different logical sector size than the disk uses natively, or applying an offset — and a few older ranges applied hardware encryption tied to the bridge board. When the disk was formatted, its filesystem recorded parameters that matched the enclosure it was formatted in. Move the same healthy disk into a different case that translates differently, and every one of those recorded values is now wrong by a consistent factor: the volume is read, the numbers do not add up, and the system says exactly what he saw.
